Here's a quick idea of how to play the game: Buy property. Collect Who presents and trade them in for a Who tree. It sounds easy enough-but along the way the doctor may find spiders in your soul, you may get stuck on Mt. Crumpit in a snowstorm... and if things go really bad, you may even become a Whovenile Delinquent, making it a little more difficult and a lot more fun!
